You can change the smart detection to tag instead of pause in the settings under Switches tab.

I wrote a bash script to add some NZBs in a paused state based on the show name. 

I went through each of the priority options, but couldn't get the nzb to start paused.  Just for fun, i tried '-2' and it worked.
