You should try Nzbget, Sabnzbd cannot handle those speeds because it is written in python, an accessible language, but not the fastest like C++ of nzbget. I had this issue also, but I had changed the par2 flags to -t+ hoping for better results. After I had the issue i set it back to -t0 and haven't had it since.

The way we handle incorrect INI files is far from ideal. We're working on a better solution. The reason brackets [] are not allowed is that we use the ancient Windows INI file format.
