When I installed the service, I specified a new location for the ini file in the command line (leaving it at default didn't seem to be working).

I did a bit more digging, and I think my problem was an extra copy of sabnzbd.ini that I hadn't deleted -- I had uninstalled and reinstalled SABnzbd, and somewhere along the line had managed to generate three versions of sabnzbd.ini in different locations.
