While it's a mess already I installed SABnzbd-4.0.3-win-setup.exe and it downloads. A bit of doubt/hanging at the end but it finishes in reasonable type.

There is something with this nzb or download, that's for sure, but the newer versions choke on it.

Switched off ssl but process is the same: quickly to 18% and then stays there forever. See in the logs how log this takes.

I don't know. Tools like par2cmdline, unzip and unrar are platform-specific and not delivered by the SABnzbd team. One thing you can try is open an ssh session (assuming you know hat that is) and try to run par2cmdline manually. Find the "incomplete" folder where the "bad" show ...
