I had this problem, my usenet server had a concurrent connection limit of 50 which is what I set the connections at initially. Then I added a whole bunch of things to the queue, the adding is what seemed to trigger it. When I did 1 or 2 items I didn't have issues. I haven't had the issue since limit...
