UPDATE: I think that I've just (partially) figured out what the problem is. It seems that the delete button DOES actually work, but not when there happens to be another sub-folder inside the one it's trying to delete (even if it's empty). Whenever you hover over the download speed to limit it, the box disappears when you hover over to click and type in the speed you want to limit it to.
