Not sure if that is the cause, but it's worth checking.

Windows uses SVI to record recovery information, file history etc.
It's likely that it's just bookkeeping for deleted temp files that you see.
SABnzbd itself doesn't try to access SVI, Windows probably wouldn't even allow it.

Please check Radarr's settings.
It could be that it deletes history.
You could check the SABnzbd log file, after increasing its loglevel to Debug.

SABnzbd uses __Admin__ to store articles which will later be assembled into a file. It may happen that articles of a file are timing out. Until it is clear that an article is truly missing, the articles will stay in the disk cache. 100% may be a rounding error and in reality SABnzbd is still waiting...

This option is only shown when SABnzbd doesn't run on Windows.
