SABnzbd_ 1.0.0RC4 downloaded 7 Mar 2016
Error also noted in RC3
SABnzbd+ is reporting an error with "Rating.sab" on start-up. This error does not seem to have any affect on other operations and RC3 and RC4 have otherwise performed superbly.
Thank you for a fine system!

You probably have seen https://forums.sabnzbd.org/viewtopic.php?t=17844 ?
First of all: Do you use OZnzb rating at all? If not, I would remove the file. The ERROR will go away, and you will get an INFO message. Problem gone... ;)

hoping the INFO message would go away, but now I (with RC4) get exactly your ERROR:
Ouch. I removed the dummy /home/sander/.sabnzbd/admin/Rating.sab again; I prefer an INFO message above an ERROR message.
So: what is the size of your Rating.sab file?

Re: Rating.sab error on start-up
Ah Hah!
Thanks for the clues!
I do not, currently, have OZnzb integration turned on. But I did have it on back in the 0.7.20 version, for a while, which is why the Rating.sab file existed.
I went into ~/Library/Application Support/SABnzbd/admin and removed the Rating.sab file (114KB by the way).
I then went into SABnzdb+ Config -> Switches -> Indexing and turned Integration on, just to see if it would create a new Rating.sab file that would not create the error. Did a restart of SABnzbd+ and the file was recreated and the error was still there. Back into the config, turn OZnzb integration off, then remove the Rating.sab file and did another restart of SABnzbd+ and "poof" no error reported and no Rating.sab file
So;
1. turn the OZnzb integration on (and SAVE) and restart SABnzbd+ - that will force an update of the config file
2. Turn off the OZnzb integration (and SAVE) and remove the Rating.sab file, THEN restart SABnzbd+ again which will then load without the OZnzb integration turned on and won't look for the Rating.sab file thus not generating any INFO's or ERROR's!
I think that should do it, probably, maybe... if you hold your tongue just right...

Re: Rating.sab error on start-up
Interesting. However, I tried that, and still get the warning:Turn off the OZnzb integration (and SAVE) and remove the Rating.sab file, THEN restart SABnzbd+ again which will then load without the OZnzb integration turned on and won't look for the Rating.sab file thus not generating any INFO's or ERROR's!

rating_feedback = 0

2016-03-07 23:27:00,449::INFO::[__init__:968] /home/sander/.sabnzbd/admin/Rating.sab missing
EDIT:
I created a fresh sabnzbd.ini file, and ... no INFO message anymore.
So ... the cause must indeed be in the SAB settings and thus the sabnzbd.ini file. A pity I can't find it like you did.
Re: Rating.sab error on start-up
I suspect it's in the differences on how things are done on MacOS X vs Linux. On MacOS X I don't have a hidden directory in my home space (~/.sabnzbd), everything is stored in "~/Library/Application Support/SABnzbd". So there may be other, subtle, differences in how things are accomplished between OS's.

Re: Rating.sab error on start-up
SABnzbd is a bit wordy in its report about Rating.sab,
it will just disable the Rating support.
There is actually a problem with the file and that's why it is reporting it as an error.
I will change the code so that no error will be reported when the "Rating" feature is disabled.
