The current logic is as follows:
In Config Specials you can set the required availability rate, this is by default 100.2%. Meaning that if less that 100.2% of the rar+par2 files are available, we cancel it. Where "100%" is the size of only the Rar files.
So in case job has 1GB of par2 files, only after 1GB of missing articles we Abort it.
