After trying out SABnzbd 3.1.0 Beta 1 I got an unrar.exe process window appearing after a download finished.
It did eventually go away. For me it's for each download.
I have Direct Unpack enabled.

Check your connection in Status and Interface settings window.
Use Test Server in Config > Servers.

Yes, thanks for reporting. See viewtopic.php?f=11&t=24944 ... will be solved in next 3.1.0 release
