Port 8080 remains occupied

After using SABnzb version0.2.3 for 2 years I changed a few month ago to version 0.4.6
and removed the old version. However., I could not use port 8080 anymore; it was still occupied by another program, so I cganged in the ini file to port 8081 and new version worked fine again.
Recently I changed to version 0.4.7 and now port 8081 was also occupied, so I changed to port 8082 wit positive result.
Question: how can I clear ports 8080 and 8081, because I think they are still occupied by the previous versions while these do not exist anymore?

You are sure that old  SABnzbd progams aren't still running?
You did reboot?

You could try the free "NetLimiter 2 Monitor" tool to check which app is listening on these ports.

I can verify this issue, the problem on exist with port 8080, I can sabnzbd with any other port with out issue. I have also verified that the port is in fact free and not in use with NetLimiter.
Furthermore I also ran microapache listening on port 8080 and it had no problem occupying the port.

PS My platform is windows vista ultimate.
