SABNZBD fails to start [Windows 10]

So, let me verify with you:

with expressVPN off, you can start sabnzbd-console.exe and sabnzbd.exe
with expressVPN on, you cannot start sabnzbd-console.exe and sabnzbd.exe

Correct?

that's correct except sabnzbd-console.exe via the cmd will always work

I migrated to a new PC a couple months ago and I notice whenever it restarts, Sabnzbd fails to launch on startup. It is configured to do so, and I have checked in the startup tab of windows that it is enabled on startup. I also tried generating a shortcut to Sab and placing it in the windows startup folder. All results are the same though with the program not launching on startup. Any ideas? https://omegle.onl/ vshare

I also had the same problem, and it seemed to me that it was either antivirus or VPN, but when they were disabled and even removed, the problem did not disappear, I could not find a solution
