Title. Have tried everything, and it only installs 3.1.1

Debian's repo contains an older SABnzbd version. https://packages.debian.org/bullseye/sabnzbdplus ... yes 3.1.1 like you experienced
The Ubuntu PPA does not work for Debian anymore, AFAIK
So install from source sabnzbd.org, or github. See first google hit: https://sabnzbd.org/wiki/installation/install-debian
As soon as you have sab 3.6.0 running from CLI, you can proceed to "as a service": See https://github.com/sabnzbd/sabnzbd/tree/develop/linux and especically https://github.com/sabnzbd/sabnzbd/blob ... 40.service

because of sabyenc3, you need to (also) follow https://sabnzbd.org/wiki/installation/i ... ff-modules
