This is a strange bug, and might just be my system, but wanted to leave it here in case someone else gets a similar issue.
I store my INI on C: drive and use Aeomi Backupper a lot. After restores, Sabnzbd will start a process but no icon or access is available. Prior to 4.2.3, I could use windows uninstaller, choose REMOVE SETTINGS and reinstall, restore settings. Everything works again. Done this many times. After the last restore I noticed the uninstaller was not removing the INI when asked. Manually removing them resets things properly. Not sure if Backupper is corrupting the INI or not, so going to try storing it on another drive that doesn't have it's data restored to test.
