zero-length files left over in NZB watched folders

Recently I have been noticing some zero-length files left over in the NZB watched folders. They have the same names as NZBs or Zips of NZBs that I have previously dropped in there. It seems these NZBs are loading and downloading so this is just a slight annoyance. Is anyone else seeing this?

I recently installed 0.4.12 and switched from XP Home SP3 to Windows 7 Ultimate 32-bit so there are many variables. I'm pretty sure I have taken care of permissions issues.
