I have been using sabnzbd for some time with no issues. However over the last few weeks I have been finding that an significant and seemingly increasing number of downloads stop when the are 99% complete and I get a error message that indicates that it has timed out.
I have tried reinstalling the software and this has not resolved the problem and here seems to be no pattern (at least that I have seen) with the problem occurring with new and old files and also small and large. I have made no changes to the PC and am not sure what to do next to resolve the problem.
grateful for any advice as to what I should try to resolve the problem?

Check your connection in Status and Interface settings window.
Use Test Server in Config > Servers.
We will probably ask you to do a test using only basic settings. - Do you experience problems during repair or unpacking?
Enable +Debug logging in the Status and Interface settings window and share the relevant parts of the log here using [ code ] sections.

I did get warning that threads were timing out and an error about permissions.
The permission error I understand can be ignored as it does not affect windows operation and I have now changed the ini file as advised in a number of the posts.
Not sure if that is the root cause of the problem. I will try another download to see if that has cleared the problem. Is it worth changing the logging to include debug while I try it again?

Not to shift the blame, but lately I have seen quite some complaints
about the quality of Astraweb.

That should be easy enough to troubleshoot.

the change to the ini file did not fix problem.
I have now carried out an uninstall and installed and set up sabnzbd again from scratch, rather than just overwriting the existing setup.
So far I have managed to download a couple of things without failure, so I hope that this has resolved the problem.

Re-install is never needed.
Just using the --clean command line option is enough in 99% of the situations.

Thanks for the info on the clean command. Will try that if the problem occurs again, but fingers crossed all seems ok now
