For Win7 or Win 2008 you don't need ressource kit

just open a command prompt with administration rights:

in X64
sc create SABnzbd binpath= "C:\Program Files (x86)\SABnzbd\SABnzbd.exe" start= auto depend= "Tcpip"

in x86
sc create SABnzbd binpath= "C:\Program Files\SABnzbd\SABnzbd.exe" start= auto depend= "Tcpip"

then use the registry setting in the wiki
