0.6.0RC2 Forced downloads while paused causes everything to unpause.

Short Summary:  Forcing a file to download while paused causes all files to restart until that file is complete.

Long Summary:
When I set the program to pause (6 hours) it pauses fine.  When I set something in the queue to Force it activates that item.  But it also starts to download other normal level files.  I have 1 main server and 2 backup servers.  It seems to use all severs at once.  The first time the forced download was an older one and was downloading from the backup severs while one of the normal level files downloaded from my main sever.  On repeat I did a universal 6 hour pause then forced a recent file. Some older normal status files started to download on the backup server.  In both cases once the forced file finishes everything reverts to paused.

The behaviour I would have expected if everything is paused and I force a file, only that file downloads and the rest (low, normal and high statuses) remain paused.

BTW sabnzbd is a great program and I thank you for all your hard work towards it.

"Forced" is not a priority for regular use.
It's only purpose is forcing high-priority download of extra par2 files after
the first verification/repair fails.
It may have some small side effects like this.
