queue hangs on download.php

As happened to escii, it started working again yesterday.

Does feel like a problem with the call to nzbmatrix.

I ended up doing nothing and the issue has resolved.
Points the finger heavily at the nzbmatrix integration or nzbmatrix server problems for the period of time.

There will be some more persistent error recovery in release 0.7.0

Note: NZBMatrix have also been having API issues...
