I have auto_browser = 0 set, so why is sabnzbd looking for X11?

Possibly because it wants to show you the Panic screen because of a fatal error.
Does SABnzbd start up successfully?
I'm not sure, because the error report seems to come from the Python platform libraries.
There could also be something wrong with the Python of your platform.
PS: it could be the OSDNotify, in Config->Notifications.
Is that on?

that's probably it, notifications was on, I disabled them since this is a headless server. hopefully won't be an issue if sab is having an error next time.
