The "D:\" folder is determined by where you put the sabnzbd.ini file.
Obviously you put it in the root of D:

When sabnzbd.ini is in (example) d:\usenet, then all relative folders listed are relative to d:\usenet.
It's always possible to use a full path for any folder, if you choose so.

Oh just realized now, maybe you want to know
My sabnzbd.ini is in C:\Documents and Settings\~\Local Settings\Application Data\sabnzbd\
Nothing concerning sabnzbd is on D:\

Somehow SABnzbd doesn't pick up your user directory.
The "user" folders should by default be in "c:\documents and settings\USERNAME\My Documents".
Did you move the "My Documents" location?

Yes, its D:\
