It's the poster who is responsible.
Maybe indexers could do something, but they like to claim innocence.
Indexers work by analysing the message headers, not by looking at the actual content.
At least that is what they prefer to claim.

Have you determined WHY they are doing this? Is there a purpose to these files?

I’ve been wondering about that too.

Seems to be a trade-secret of sorts.
