I am not sure if I am understanding quota's correctly?
At the moment I do not see how the feature would be used? It is only counting up SAB usage so it will only be useful for people who solely use their connection for SAB which can't be many?
Would it be better if the quotas were server based - the options that are present in 0.7 for quota would be available for each individual server?
Not sure how you would setup for PAYG accounts either - after your GB allowance is used it needs to pause with no automatic reset day?

It's directed at ISP quotas, where SABnzbs is the biggest consumer.
Yes you should leave room for other use.
It's not directed at server quotas. Why would it? The server will stop all by itself once your quota is gone.
Each server already has its own counter.
