I know that it is unlikely but does anyone know of an equivalent program for windows ?

Alas, Windows lacks the basic facility for this, so people cannot make such a utility.
Vista does have some disk prioritizing features, but I'm not familiar with the details.

A document about vista i/o prioritizing for any who are interested. Written by Mark Russinovich of sysinternals fame.
