Unpack issue Windows 8

I just did a fresh, clean install of Windows 8 from 7 and I've had horrible issues with SABnzbd unpack times. On a 300MB test download, it took me 1:08 while 3 users with comparable hardware it took 1-5 seconds. I've also noticed that I no longer see the PAR2/UNRAR processes running in the task manager. CPU spikes are non-existent(Max was 4% for a torrent program)
Steps I've tried so far
-Turned of all anti-virus software
-Putting both the incomplete/complete folders on my main SSD
-Putting a fresh install on a separate SSD with both folders there
-Different NZBs
-Downgrading with fresh installs to 0.7.13 and 0.7.12 with the above steps
Tonight I'm going to try it on Ubuntu server, Windows 7 and Windows 8 in VMWare Workstation and see what results I get. Also, the SABnzbd logs state that its accessing UNRAR, UNZIP, etc with no issues.
Anyone have anything else I could do?
