parity files and quota limits

hello all.
after going over my ISP monthly allowance a few times in a row, despite having only allotted 50% of my downloads to sab, i discovered that if a file fails, and it has to get the parity files for it, then it dosent count those downloads against the quota. therefor, allowing it to go far past the set limit.
therefor, isnt it pointless to have the quota option in sab? as it isnt a very accurate way to control the throughput. is there a way so that it can be included? i have to watch the total bandwidth of the nic now, and then stop it manually when it gets to the limit i have set for it.
