Question about block accounts

I downloaded an episode and it downloaded entirely from the block account. I was under the assumption that it would only download the missing files from the block account then switch back to my primary to download the rest. Does this mean my primary was missing all the files for that episode?

It's very common if the primary removed the entire thing.
