Did you set your Bandwidth limit correctly in the configuration?
In 0.8 the speedlimit works in % of the maximum speed.
How fast can you download maximum on your connection and what did you fill in the Config setting?

yes I did notice that it was in % and not as the previous release, tried a variety of speed settings, 90%, 80% 10% made no difference at all. My maximum DL is at 465KBs, not very fast at all so I wanted to throttle it a bit allowing other devices to function somewhat while downloading was in progress.

What did you set as the maximum linespeed in Config->General?
That determines which speed you get after you throttle to a percentage.
If your linespeed is, say, 5 Mbits/sec, you should enter 500K (meaning 500 Kbytes/sec)
