Just installed 2551 on my windows box and I cannot get the server to connect if I set it to port 563.  I do have the proper account with giganews and I know it works because I'm running 0.4.7 on another box without issues.  If I set the server to port 80/119 it downloads fine.  Any ideas?  Something I missed?  The SSL check box is greyed out and says "$T('notInstalled')" next to it so I'm figuring its my fault.  Thanks for any help.

You miss certain components.
How did you install the program?
Given the $T('notInstalled') message, it looks like you got the sources from the subversion archive.
If so you need to install Python and all required components yourself.
Please read INSTALL.TXT carefully.
