4.3.2 [8a42abd] did not restart after upgrade

version 4.3.2 [8a42abd] upgraded normally, but did not 'start' after install. what's new notes displayed normally, no error(s) thrown.

just had to hit start and sabnzbd to start it after upgrade. It has always restarted after upgrade as part of the 'close' upgrade restart process.

On Windows? It hasn't auto started in many years, due to a permissions thing.
