Download speeds drop after about 13% of the way through a download

Unable to download any movie or TV show. Running Version: 4.3.2 [8a42abd] on Windows 11. Was working up until recently.
The download will download at like 100MBp/s until it hits like 13% complete and then the speeds drop off to 0Bp/s
