normally works fine with sabnzbd.ini in the user folder, but when I try with it in /etc i get:
$sabnzbd -f /etc/sabnzbd.ini
sabnzbd 0.5b1 and b3 won't load when sabnzbd.ini is in /etc ?

It will work if you have access rights to /etc, which you won't have normally.
Only if you run SABnzbd as "root".
On most Unix systems, you run in a restricted mode.
For "system-modifying" actions you need to run in "sudo" mode.
Writing in the /etc area is definitely a "system" thing.
