First, I'm running 5.2, so forgive me if I need to upgrade for this to work.
I have several RSS filters set up. They start with a few rejects and then move to the accepts. Once "accept" I have, I always want to be at the bottom of the filter. It's a catch-all filter that I want to be used only if the specific filters aren't triggered. For example:
01 show.a
02 show.b
03 show.c
04 s01e01
In the example, I always want filter #4 to be at the bottom so that if I add "show.d" I don't have to add it and then re-order it so that the s01e01 filter goes to the bottom.
In the ini, I put the s01e01 filter as #99 (even though I only have 80 filters). I restarted SAB and still when I add a filter, the new filter always goes to the bottom. Any suggestions?

I see your point, but we're not going to make the RSS UI more complicated than it is.
You might want to upgrade to 0.5.6 though, a lot less bugs.

I understand about not making the UI unnecessarily complicated, but is there something that could be put in the .ini file that would be "honored" by the UI? (in the ini file, make the filter be #99 and having the ui always see that as > than 80 or 81 or whatever the number of the second-to-last filter is)
