Why can't I specify an order when creating a new RSS filter?

Hi all,
This isn't a major issue, but it's something that's been bugging me more and more lately, so I figure that it might be worth mentioning here.
When creating a new RSS filter, you're able to set every single variable except the rule order, and that doesn't really make sense to me!?!
Unless I'm missing something obvious, I really don't see any (logical) reason why I shouldn't just be able to specify an order when I initially create the rule?
It's just that some of my feeds have 100+ filters in them, and all that results in a whole lot of really unnecessary scrolling!
IE - Creating a new reject rule that I know needs to be set as rule #1, I have to first setup the rule > click add > scroll right down to the bottom of the list > click the order drop down > scroll all the way back up the list to #1 > select
