Sabnzbd saves it's settings to
C:\Users\\AppData\Local\sabnzbd>
it should be
C:\Users\

This is important if you use roaming profiles (domain). Otherwise you have to setup all settings on every pc

We purposely put the data in AppData\Local for a good reason.
The data isn't suitable for roaming, in fact it's quite dangerous to do so.

If you insist on having parts of the data in AppData\Roaming, you can so by
setting full paths for each element.
