Is there a Roadmap for SABNZB+?

No, it's a volunteers project.
Content is determined by time available and what a volunteer fancies.
Work on 0.7.0 has started.
So far: quota support, universal growl support and we're looking
at better handling of non-standard naming of rar/par files.

Is there a good place to check for updates on the status of 0.7.0? The Launchpad site doesn't seem to make it clear that there's any work going on at all? I was hoping to find an approximate time frame for quota support.
I ask because my need for quotas has become pressing. Before I was switching ISPs but now all 4 major ISPs in my area have implemented the same cap. Managing it myself is becoming time consuming... I have to keep SAB paused and then wake up the next day and unpause potentially 40-50 items, etc.

The Launchpad site is only use for translations now.
We're on github.com
After doing a last 0.6.x, we will be starting Alphas for 0.7.x, so a couple of more weeks.
0.7.x is on the "develop" branch.
