Capped Download speeds?

I have tried everything the wiki manual has advised and a few other forum sources as well. I have over 30mbs download speeds but I am only able to download at a MAXIMUM of 2.5mbs. When i first start up Sabnzbd it will spike close to 7 and steadily decrease its way down to 2.5mbs and hold. Is there is CAP to my download speeds? Why am i unable to download any faster?
SAB v 0.6.10
OS Windows 7
Norton Firewall
Any help is greatly appreciated!!

What's the exact speed reported by SABnzbd? And you do know the difference between MBps and Mbps?
EDIT: SABnzbd reports MBps, whereas your ISP uses Mbps. There's a factor 10 between them. So a 30 Mbps Internet connections will give you a SABnzbd 3 MBps speed.

Also, what's your ISP? Some ISPs have a "speedboost" system where you'll download at a high rate for a short burst, then level out at a slower speed.

that looks right to me, it looks like u have 30Mbps speed, and you downloading at 2.5MBps. thats what i have

Thanks for the info guys, answered my questions!
Using Comcast service so i understand the "speed boost" or "power blast" as Comcast likes to put it.
