Not maxing out speed

Hey all new to sabnzbd as of this weekend and like what I see, been using Newsbin for years. Decided to install sabnzbd on my unRaid machine and all seems to be working except i'm only getting 2.7MB/s with sab, it stays exactly at 2.7MB/s and never budges. I have a 24Mbit/s connection (3.0MB/s) I can pause it and open up Newsbin on my windows machine and I get a solid 3.0MB/s (24Mbit/s) and its always rock solid at that so I know what speeds I should be getting.
I changed the cache to 120M but that didn't change anything.
I can copy to the disk that sab is downloading to across the network at a solid 60-65MB/s, it is not part of my unRaid array.
I then installed a copy of sab to my win 7 machine with the same setup to make sure it wasn't an unRaid thing and I get exactly 2.7MB/s on the win 7 machine as well. Paused it and downloaded the same NZB in Newsbin and I get my full 3.0MB/s
Using both Astraweb and usenetserver. I tried one or the other with different connection counts, and combined, and it never veers from 2.7MB/s
I tried messing with the speed limiter and i can lower my speed with no issues but say i set it at 4000KB/s its stays at 2.7MB/s
Anyone have any ideas?
